Despite the fact that cannabis is effectively decriminalized, Tbilisi has an extremely low marijuana usage rate. It’s nearly impossible to get cannabis in Tbilisi if you don’t know anyone. Because there is so much synthetic and phony weed on the market, it’s generally best not to ask around too much for fear of being ripped off. Georgia isn’t the best spot to light up a joint.
