Medical marijuana is legal in Estonia, but the program is limited and only includes cannabinoid-based medications. While Recreational cannabis is illegal in Estonia but is generally decriminalized. Using, buying, or possessing small amounts of cannabis, usually defined as 7.5 grams or less, is a misdemeanor. Punishable by a fine between €800-1,200. You can still be arrested, although this is less common. If you have medical cannabis but are stopped by the police without your prescription, you can still face fines.

I’d say it’s pretty easy to find cannabis in Estonia and in the summertime a lot of people smoke in public parks. Smoking weed is usually done in secrecy, it’s rare that people get together in groups in public to smoke it. Although if you want to get some, it’s not impossible to find. You just have to be proactive near certain student bars or music venues. All in all, there are people out there doing it but cannabis is not half as popular as in US or Canada.
