I’d say it’s pretty easy to find weed in Parnu and in the summertime a lot of people smoke in public parks and beach. Smoking weed is usually done in secrecy, it’s rare that people get together in groups in public to smoke it. Although if you want to get some, it’s not impossible to find, you just have to be proactive near certain student bars or music venues or in the beach. All in all, there are people out there doing it but cannabis is not half as popular as in US or Canada.
